Many civic leaders agreed that systemic discrimination no longer exists. Our institutions have passed laws, set up anti-discrimination policies, made significant training, and continuously emphasized discrimination is wrong and will not be tolerated. All these efforts improved “explicit bias,” that is, what people express and verbalize to their co-workers and customers. Implicit bias however has not changed. Although many deny intentionally discriminating against others in our everyday endeavors,  individuals still unconsciously have “implicit biases.” Implicit bias is thought to be a continuing contributing factor causing healthcare disparities.
